Professional Development Programs. HD-FIRD strives to improve the respective IN-HC for and on of its clients ("government and/or organization"), or their respective sub-agency’s capability by upgrading professional staff skills, which programs seek to modify the participant’s: |

| c. | Attitudes. | |

Recognized capability . HD Faculty's designated team has a recognized capability for planning and implementing effective: |

| a. | Program planning studies; | |
| b. | Feasibility studies; | |
| c. | Technical resource identification and selection; | |
| d. | Dedicated training (including train-the-trainer); | |
| e. | Program evaluation; | |
| f. | Training material development; and | |
| g. | Communication medium methods-design and selection. | |

Shared Risk Basis. HD-FIRD works extensively on a no-cost up-front, shared risk basis, in assisting a client to: |

identify and secure appropriate program funding, | |
b. |
document the need for a program, and |

c. |
develop a workable program solution approach. |
